Rent collection sits at the heart of every social landlord’s financial sustainability, and the way tenants want and need to pay has changed significantly. Scotland’s social housing sector serves an increasingly diverse tenant population, including many households experiencing financial difficulty, digital exclusion, or both. Getting payment systems right means offering genuine flexibility, supporting tenants who can’t or don’t use conventional banking, and maintaining the financial controls that the Scottish Housing Regulator expects. PfH Scotland’s Electronic Payment Systems framework gives housing associations, local authorities, and other registered social landlords a compliant route to access specialist payment providers across seven lots, from fully managed multi-network services through to open banking, prepaid cards, vouchers, and debt assessment tools.
Payment technology is moving quickly, and most social landlords don’t have the internal specialism to keep pace with it. Open banking, payment initiation services, and digital wallet options are becoming mainstream, while at the same time a significant proportion of social housing tenants still rely on cash payment channels or need assisted payment options. A framework that only addresses one end of that spectrum isn’t fit for purpose.Â
This framework was designed to reflect the full range of payment needs across Scottish social housing. The lot structure covers multi-network and single-network managed services for landlords who want a comprehensive managed approach, through to dedicated lots for cash-in solutions, outbound prepaid cards, voucher schemes, open banking services, and debt assessment tools. Whether you’re looking to consolidate payment channels under a single provider, introduce a prepaid card scheme to support tenants in financial difficulty, or access data analytics to identify and respond to debt risk early, the framework provides access to vetted specialists without the administrative burden of a standalone procurement exercise.Â

Multiple network managed services: Suppliers who consolidate payments across several networks, giving tenants access to multiple payment channels including online, telephone, direct debit, barcoded bills, electronic payment cards, Pay by Link, cashless networks, digital applications, and virtual terminals. Suited to landlords wanting broad payment reach under a single managed service.Â
Single network managed service:Â Payment collection and reconciliation through one network, with multiple payment solutions available within that network. Includes cash-out capability, enabling landlords to provide emergency funds to tenants where needed. Consolidated funds and reconciled management information are transferred to the member organisation.Â
Cash-In solutions:Â Dedicated payment channels for tenants making cash payments, covering council tax, rent, and other charges. Supports barcode billing and swipe card solutions. Includes physical and digital payment card options, with card design customisable to the member’s requirements for both visual presentation and the data captured.Â
Outbound payments – Prepaid cards: Pre-loaded card solutions for distributing funds to tenants or residents, with controls over card value, permitted spend categories, and outlet restrictions. Cards can be generic or personalised, and can be voided or expired by the issuing organisation. Reduces cash handling, lowers fraud risk, and helps landlords demonstrate purposeful use of distributed funds.Â
Vouchers:Â Physical and electronic voucher schemes for supporting tenants with essential living costs including food, household items, and utilities. Schemes can be tailored to specific demographic needs and include access to a range of retail outlets. Vouchers can function as cash-out facilities and include rapid dispersal capability for emergency situations. Intelligent reporting is available to help organisations track scheme usage and outcomes.Â
Open banking services – Payment initiation services: Payment initiation directly from tenant bank accounts via regulated open banking platforms. Supports Card Not Present solutions and integrates via API with existing housing management and rent accounting systems. Offers a faster, lower-cost payment path with transparent data exchange and compliance with regulated third-party standards.Â
Debt solutions – Assessments: Data-driven tools to identify and mitigate debt risk among tenants, with a focus on vulnerable customers. Provides analytics and insight to support ethical, informed decision-making around arrears. Suppliers are required to offer flexible approaches and varied payment options to ensure that any debt resolution pathway is affordable and sustainable for the individual.Â
