Scotland’s social housing sector faces one of the most demanding decarbonisation programmes anywhere in the UK. The Heat in Buildings Strategy signals the end of new gas boiler installations in existing homes from 2025, and the Scottish Government’s social housing net zero standard is expected to raise the bar further. Against that backdrop, housing associations and local authorities need procurement routes that give them access to the right contractors, consultants, and technologies without the overhead of running separate tender exercises for each project.
The framework was designed around what social landlords actually need to deliver net zero programmes at scale. That means covering both the technical works and the consultancy layer that sits around them: EPC assessments, funding applications, retrofit coordination, and asset management surveying alongside the physical installation of heat pumps, insulation, solar panels, and low-carbon heating systems.

Solar PV: Supply and installation of solar photovoltaic systems and all associated works, including connections, inverters, and monitoring equipment. Solar PV is increasingly relevant for Scottish social landlords looking to reduce communal energy costs and support residents with lower electricity bills.
Air Source Heat Pumps: Full supply and installation of air source heat pump systems, including design, commissioning, and associated building fabric works. Air source heat pumps are a primary replacement technology as Scotland moves away from gas heating in existing homes, supported by the Heat in Buildings Strategy.
Ground Source Heat Pumps: Supply and installation of ground source heat pump systems, particularly relevant for off-gas properties in rural and remote areas of Scotland where alternative low-carbon heat sources are limited.
Insulation: All insulation works covering walls, roofs, and floors, including materials, installation, and associated services. External wall insulation, loft insulation, and underfloor insulation are all within scope, with suppliers working to PAS 2030 and PAS 2035 standards.
EV Charge Points: Supply, installation, and associated services for electric vehicle charging infrastructure across housing stock, including communal and on-street charging solutions.
Metering and Billing: Services covering metering, billing, and energy usage monitoring, relevant for district heating schemes and communal energy systems common in Scottish urban housing stock.
Triple Glazing: Supply and installation of triple glazed windows and doors, an important fabric-first measure for Scottish properties given the climate and the contribution windows make to overall heat loss.
Retrofit Works: Government-recognised energy efficiency and decarbonisation measures for retrofit, delivered in compliance with PAS 2030 and PAS 2035, including all associated works and services.
Full-Service Solution: End-to-end turnkey retrofit delivery covering EPCs, data modelling, funding applications, project management, installation, and reporting. This lot suits organisations that want a single supplier responsible for the whole programme rather than managing individual work packages separately.
Funding: Advice, applications, and services related to securing funding for retrofit works, including the Warmer Homes Scotland programme and any applicable Scottish Government or UK Government funding streams for social housing decarbonisation.
Asset Management and Surveying: Architectural, engineering, and surveying services, building surveys, and associated project consultancy to support retrofit planning and EESSH2 compliance programmes.
Retrofit Services: Designers, coordinators, assessors, and other specialist roles required to plan and deliver retrofit work in compliance with PAS 2035, including the retrofit coordinator role that PAS 2035 makes mandatory for funded programmes.
Energy Bureau Services: Specialist services to manage and optimise energy usage, procurement, monitoring, and related consultancy, relevant for organisations managing district heating or communal energy schemes.
ECO Funding and Delivery: ECO scheme supported delivery linked to energy company obligations, including works and services tied to ECO4 and successor schemes available to Scottish social landlords.
