Scottish social landlords are operating in an environment where the pace of regulatory change and resident expectation has outrun what traditional procurement catalogues can address. From meeting the Scottish Housing Regulator’s growing focus on property conditions and tenant safety, to building credible net zero programmes in line with Scotland’s 2045 target, the solutions that matter most right now are often the ones that don’t fit neatly into an existing specification. SHED 3 provides a compliant and straightforward route to reach them.

About this framework

Scottish social landlords are being pulled in multiple directions at once. Damp, mould, and indoor air quality are now front and centre for the Scottish Housing Regulator. The Repairing Standard continues to expand. Scotland’s 2045 net zero target and the Heat in Buildings Strategy demand credible decarbonisation programmes. Heating breakdowns, void turnaround times, and responsive repairs performance all sit within the Scottish Social Housing Charter outcomes that landlords are assessed against. And through the Public Bodies (Joint Working) (Scotland) Act 2014, housing associations with supported or sheltered stock are expected to contribute meaningfully to integrated health and social care outcomes. None of these challenges have straightforward off-the-shelf answers, and many of the most effective solutions available right now are technologies that most Scottish landlords haven’t had a compliant route to procure. 

SHED 3 covers the full breadth of housing operations and retrofit innovation. The supplier cohort spans organisations operating at the cutting edge of each of these areas, all pre-qualified and ready to contract through a desk-based evaluation rather than a full tender process. 

For Scottish members, that combination matters. The Sustainable Procurement Duty under the Procurement Reform (Scotland) Act 2014 means public bodies must actively consider how procurement decisions support economic, social, and environmental outcomes. Asset monitoring: IoT and sensor-based platforms delivering real-time insight into building performance, environmental conditions, and property safety, enabling proactive management rather than reactive response. 

Capital works: Digital tools to support more effective resident engagement in works programmes and to improve project management across large or complex property portfolios. 

Compliance and design management: AI-driven systems that assess and manage building compliance from design stage through to ongoing operation, supporting accurate record-keeping and regulatory reporting. 

Fire safety and BIM: Building passports and digital information management tools that improve safety case management, compliance evidence, and asset understanding across the portfolio. 

Flooring: Innovative approaches to materials reuse, including recycled carpet tile solutions that reduce embodied carbon and deliver acoustics and fire retardancy benefits for social housing. 

Heating services: Smart monitoring and maintenance solutions for domestic central heating systems, including water quality monitoring and fault-finding tools that reduce engineer call-outs and restore heat more quickly. 

Net zero carbon and retrofit: Ventilation control, energy modelling, and retrofit-focused technologies that reduce carbon, improve EPC ratings, and support delivery of Scotland’s Heat in Buildings Strategy obligations. 

Responsive repairs: SaaS platforms and digital tools that streamline how repair issues are reported, diagnosed, and resolved, improving resident communication and reducing repeat visits. 

Supported living solutions: Specialist digital monitoring and safety tools designed for supported housing environments, including real-time alerts for residents with learning disabilities or autism living independently. 

Voids management: Data-driven platforms that identify delays and pinch points in void turnaround processes, helping landlords reduce empty property periods and improve property readiness.
