Every vacant post in a housing association carries a real cost, not just in agency fees but in delayed repairs, reduced support for vulnerable tenants, and pressure on the colleagues covering the gap. Scottish social landlords face a labour market with its own distinct pressures, from skills shortages in construction trades and building safety to high demand for care and support workers in sheltered and supported housing. PfH Scotland’s Recruitment Services framework gives housing associations, local authorities, and other registered social landlords a compliant, efficient route to access specialist recruitment services across three lots, covering fully managed outsourced solutions, flexible preferred supplier arrangements, and technology platforms that put organisations in direct control of their own talent pool.

About our procurement framework

Recruitment in social housing isn’t a single problem. A housing association filling a permanent asset manager post has very different needs from a supported housing provider covering emergency care shifts at short notice, or a local authority trying to build a preferred supplier list that gives it flexibility across a range of disciplines. A framework that only addresses one of those scenarios isn’t much use. 

This framework was designed with that variety in mind. The three-lot structure reflects how Scottish organisations actually commission recruitment, from end-to-end outsourcing through a master vendor to self-managed talent pools for repeat short-term hires. All three lots were evaluated on a 60% quality, 40% price basis with a minimum quality threshold of 50%, reflecting that finding the wrong person quickly is no better than not finding anyone at all. Suppliers were assessed on account management, social impact, mobilisation, and service delivery, not just their rate cards. 

Fair Work First is a live consideration for Scottish organisations commissioning through this framework. When structuring call-off arrangements, members can incorporate requirements around the real Living Wage, workers’ rights, and equalities into their specifications, consistent with Scottish Government guidance and the obligations of the Procurement Reform (Scotland) Act 2014.

What's included?

Managed recruitment services: A fully outsourced recruitment service covering temporary, interim, and permanent requirements across all disciplines and locations. Suppliers operate as master vendors, drawing on their own candidate pools and supplementing through second-tier suppliers where needed. Provides a single point of accountability for all recruitment activity, consolidated management information, and strategic workforce planning support. Suited to organisations with high temporary staffing volumes or those wanting to reduce the internal administrative burden of managing multiple agency relationships. 

General recruitment services: Flexible recruitment access via a panel of approved suppliers, usable either as a single go-to agency or structured as a preferred supplier list with multiple providers on a ranked or neutral basis. Nine suppliers are appointed to this lot covering specialist housing sector roles and broader disciplines. Suited to organisations that want to maintain some internal control over recruitment decisions while still having a compliant, pre-vetted supplier pool to draw from. 

Talent bank technology solution: A Software as a Service platform enabling organisations to manage their own pool of pre-qualified workers directly, without routing repeat hires through an agency. Particularly effective for roles that need to be filled quickly and repeatedly, such as care and support shifts, facilities management cover, and housing officer absences. Platforms operate 24/7, are ISO 27001 compliant, and manage the full recruitment lifecycle from candidate sourcing through compliance checking, timesheet management, and payroll. Hiring managers access the platform directly to find suitable candidates including those they’ve worked with previously.
