PfH Scotland is a constituted committee of Procurement for Housing (PfH). Its membership consists entirely of devolved Scottish authorities. All the procurement activity of PfH Scotland is undertaken by and on behalf of devolved Scottish bodies only, and as such is subject to the Public Contracts (Scotland) Regulations 2015. This position is permissible under the Procurement Act 2023 and section 114 (4) (c) which allows for the application of PC(S)R 2015 where the contracting authority is a devolved Scottish authority (or a centralised purchasing body comprising devolved Scottish authorities).
