Contract management in action

Unlocking value with Quantum

A compliant procurement is only the start. The real work begins once the contract is awarded

For Scottish registered social landlords, the obligations that come with procurement do not end at contract award. The Procurement Reform (Scotland) Act 2014 requires contracting authorities to report on how contracts have delivered against the community benefit requirements and sustainability commitments built into the procurement. KPIs need to be tracked, supplier performance needs to be evidenced and the audit trail that satisfies the Scottish Housing Regulator and internal governance teams needs to be maintained throughout the life of the contract, not just at the point of award.

That is a significant ongoing responsibility, and for many Scottish social housing teams it sits on top of an already stretched workload. The gap between what the legislation requires and what teams can practically keep on top of is where contract management problems tend to begin.

In this webinar recording, Guy Stapleford, our Head of Consultancy, and Rebecca Day, our Senior Product Manager, look at what good contract management looks like in a Scottish social housing context. They cover the specific obligations Scottish contracting authorities carry through the life of a contract, where teams are running into difficulties, what can be done differently and how technology can take some of the manual effort out of staying on top of a busy contract portfolio.

What you will learn from the recording:

  • What Scottish procurement legislation requires through the contract lifecycle The ongoing obligations under the Procurement Reform (Scotland) Act 2014 and the Public Contracts (Scotland) Regulations 2015 that sit beyond the award stage, including community benefit reporting, performance monitoring and what needs to go into your annual procurement report
  • What good contract management looks like in a Scottish social housing context How to apply proportionate, consistent contract management across a busy portfolio without it becoming an administrative burden that stretches an already lean team
  • The most common problems Scottish teams are facing Where contracts tend to go wrong after award, why KPI frameworks are often too vague to be useful and what practical fixes make the biggest difference
  • How to build an audit trail that stands up to SHR scrutiny What the Scottish Housing Regulator expects to see when it comes to contract performance, community benefit delivery and supplier accountability, and how to evidence it without starting from scratch each time
  • How technology can help How our Quantum platform supports Scottish social landlords in keeping on top of KPIs, renewal dates, supplier performance and contract documentation without relying on spreadsheets and shared drives
